Article 11 of the Italian Constitution states something truly beautiful: Italy shall never wage war again. It rejects it. And it is committed to resolving conflicts through diplomacy.

Today, however, governments are rearming. They say that peace is a luxury. Yet it seems to us that the real luxury is that of the arms industry, given that military spending keeps growing. Money that does not heal, does not teach, does not save.

One thing is for sure: 90% of those killed and wounded in war are civilians. Faced with all the victims, our history tells us not to remain silent. The history of EMERGENCY, but also that of this country.

Art. 11. Italy shall repudiate war as an instrument of aggression against the freedom of other peoples and as a means of settling international disputes; it shall consent, on conditions of equality with other States, to sovereignty limitations required for a world order that ensures peace and justice among Nations. Italy shall promote and encourage international organizations furthering such ends.
